Sebanyak 76.144 warga Gresik dari golongan kurang mampu belum memiliki jaminan kesehatan. Berdasarkan data yang dimiliki Pemkab Gresik hingga akhir 2020 masih ada 21 persen warga kurang mampu masuk data terpadu kesejahteraah sosial (DTKS). Kepala Badan Pembangunan Pemerintah Daerah (Bappeda) Gresik, Herman T.Sianturi menuturkan, sampai saat ini baru ada 285.617 warga Gresik dari DTKS yang tercover jaminan kesehatan dari pemerintah.
